Vice President of Global Public Affairs for UPS



Dontai Smalls serves as Vice President of Global Public Affairs for UPS in Washington, D.C. Dontai coordinates legislative advocacy on international policy for UPS, particularly focused on trade and customs modernization policy. He has led several industry level efforts to modernize customs processes and enhance trade facilitation. He also manages the relationships between UPS and the Congressional Study Groups, which provide substantive, issue-based opportunities for Members of Congress to engage with their counterparts abroad. Dontai received his Juris Doctor from the Georgetown University Law Center and his B.A. cum laude in political science from Howard University.

Cross-Border Trade Compliance Manager



Kelly manages the compliance oversight of UPS’s brokerage offices on both the US Northern and Southern borders. Kelly is an active member of various trade associations, including serving in a Board of Director’s position with the Northern Border Customs Broker’s Association. Kelly earned her Bachelor of Business Administration degree from Baker College and has worked in the Customs Brokerage industry since 1982, receiving her Customs Brokerage License in 1988.

Brokerage Compliance Manager



Stuart serves as a manager of trade services on the Corporate Compliance team that works to ensure UPS compliance procedures align with both Customs and Border Protection (CBP) and Partner Government Agency (PGA) regulations. In addition to providing consulting services to UPS customers, he has deep knowledge and experience with Trade Agreements, Foreign Trade Zones, Anti-Dumping/ Countervailing Duty and numerous Partner Government Agency programs. Stuart earned his Bachelor of Business Administration degree from Malone University and is a Licensed Customs Broker. He is also certified by CBP in the Broker Importer Self-Assessment Program (ISA) and as a NCBFAA Certified Export Specialist.
