As a reminder, the Canada Customs (CBSA) regulatory requirement for splitting shipments post vessel arrival in Canada states that the Paper Remanifest Process must be followed. This restriction applies to all cargo discharging in Canada, including cargo moving cross-border to the United States for delivery.

Maersk is strictly enforcing this requirement. Therefore, if a split is needed after vessel arrival—regardless of situation—the customer must follow the manual remanifesting process required by CBSA. The customer must submit a paper remanifest to CBSA at the port of discharge, or if the cargo has moved inland, the remanifest paperwork must be submitted at the nearest CBSA office to the inland location. The shipment cannot be split until CBSA approves the remanifesting. Violations will result in a CBSA penalty.

From Memorandum D3-1-1:

“104. In the case where the original cargo is to be split for furtherance to more than one destination, or split for furtherance for export on multiple conveyances, re-manifests (multiple A8A(B)s) are to be prepared for each portion of the shipment, by destination. All the re-manifest CCDs for the total quantity of the original cargo transmission must be presented to the CBSA at the same time.”
